    2014- 2017

  • Possible Joint Programming period:
    Elements of Joint Programming possibly 2014

  • State of play:
    Several EU MS are interested in Joint Programming, GoA as well. EU country mission by end of November. This will reveal more concrete options for Joint Programming.

  • Proposal for EU programming:
    To be seen, depending on results of EU country mission.


Bangladesh

  • Cycle National Development Plan:
    2011- 2015

  • Possible Joint Programming period:
    2016 onwards

  • State of play:
    As follow up to HoMs report synchronisation and Joint Programming now proposed by EU Delegation from 2016

  • Proposal for EU programming:
    Programming cycle will be divided into two Multi-Annual Indicative Programmes: 2014-15 and 2016-2020, with a view to align with the National Development Strategy (7th Five Year Action Plan July 2015-June 2020).

  • Questions for discussion:
    - Is synchronisation by 2016 feasible?
    - Should we task HoMs to draft a progress report?


Bolivia

  • Cycle National Development Plan:
    2013-2016 (Draft National Economic and Social Development plan to be published in 2012)

  • Possible Joint Programming period:
    2017 onwards

  • State of play
    Joint analysis started. EU and MS intend to align their programming processes to national cycles to cover the initial period 2014 – 2016. The "European Coordinated Response" is called a joint approach. With FR, DK, ES and SE and their intention to synchronise, the preconditions for Joint Programming are favourable.

  • Proposal for EU programming:
    Programming cycles not fully synchronised at the moment but Delegation and Member States prepared a "European Coordinated Response" with two programming periods: (i) 2014-2016 (coordinated programming on the basis of division of labour set out in the ECR, and (ii) 2017-2020 (joint programming based on future National Development Plan).

  • Questions for discussion:

Burma/Myanmar

  • Cycle National Development Plan:
    After elections a new cycle may start in 2015

  • Possible Joint Programming period:
    From 2013 elements of Joint Programming and full Joint Programming from 2015

  • State of play:
    Political commitment to explore Joint Programming. Start with joint analysis and response; EU consultant will organise support mission in December in order to draft proposals

  • Proposal for EU programming:
    Not yet available

  • Questions for discussion:
    Should we task HoMs to draft report on next steps to move ahead with Joint Programming?

Burundi

  • Cycle National Development Plan:
    2012-2015

  • Possible Joint Programming period:
    2016 onwards

  • State of play:
    Joint analysis and response started. Proposal to move towards full Joint Programming with BE, DE,FR and NL

  • Proposal for EU programming:
    Programming 2014-20, with review in 2015 to take account of new NDP

  • Questions for discussion:

Cambodia

  • Cycle National Development Plan:
    Current cycle ends in 2013; new cycle 2014-2018

  • Possible Joint Programming period:
    From 2015 proposed

  • State of play:
    HoMs report with Joint Programming proposal for 2015. Germany's strategy ending end 2014, more time needed to prepare by other MS

  • Proposal for EU programming:
    Yes, via HoMs report


Egypt

  • Cycle National Development Plan:
    Next national elections in 2015

  • Possible Joint Programming period:
    Preparations on Joint Programming underway. We can expect that there will be at least some elements of Joint Programming for the bridging period 2014 – 2015 and possibly full Joint Programming from 2016

  • State of play:
    Government of Egypt open for Aid Effectiveness/Joint Programming agenda. Joint Programming discussed between Delegation and some EU MS, notably DE and FR (UK working through regional program). EU programming mission beginning of December with support of consultant.

  • Proposal for EU Programming:
    2014-2015 and 2016 onwards

  • Questions for discussion:
    Should we task HoMs to draft feasibility assessment and timeline for Joint Programming?


El Salvador

  • Cycle National Development Plan:
    2010-2014 [elections in 2014]

  • Possible Joint Programming period:
    2016 onwards

  • State of play:
    Joint Programming discussed during EEAS mission with positive response from EU Delegation and MS

  • Proposal for EU programming:
    A review is proposed for 2015 to allow synchronisation and alignment with the government.

  • Questions for discussion:
    - Is synchronisation feasible in 2016?
    - Should we task HoMs to draft feasibility assessment and timeline for Joint Programming?


Honduras

  • Cycle National Development Plan:
    2014-2017

  • Possible Joint Programming period:
    2014 and 2018

  • State of play:
    Full Joint Programming expected review, by 2018; steps towards Joint Programming with DE and ES have already been taken

  • Proposal for EU programming:
    2014-2017 and 2018-2020 (review expected in 2017)

  • Questions for discussion:
    - Is synchronisation already feasible in 2014 or only in 2018?
    - Should we task HoMs to draft feasibility assessment and timeline for Joint Programming?


Ivory Coast

  • Cycle National Development Plan:
    2012-15

  • Possible Joint Programming period:
    2014 and 2016

  • State of play:
    Joint Programming is envisaged with FR, which is identifying its areas of intervention for 2012-2015. Other MS have also expressed their interest to participate in Joint Programming.

  • Proposal for EU programming:
    Interim programming period until 2015/16, then to keep Joint Programming option open for 2016/17 onwards

  • Questions for discussion:
    Should we task HoMs to draft feasibility assessment and timeline for Joint Programming?


Liberia

  • Cycle National Development Plan:
    2012-2017

  • Possible Joint Programming period:
    2018 onwards

  • State of play:
    Member States have expressed their interest but due to different funding cycles and capacities, it was suggested to continue discussing. Discussions are on-going to achieve joint programming with SE

  • Proposal for EU programming:
    The programming exercise will be synchronised and thus be divided into two phases: 2014-2017 and 2018-2020.

  • Questions for discussion:
    - Is synchronisation already feasible by 2014 or only by 2018?
    - In case Joint Programming is desirable by 2014 what are the elements of Joint Programming at this stage (which components of Joint Programming can be already started; are there other MS interested to join SE at this stage)?

Moldova

  • Cycle National Development Plan:
    2012- 2020

  • Possible Joint Programming period:
    Depends on consensus among EU donors

  • State of play:
    EU country mission is in Moldova now, will discuss with the EUD and MS the idea of developing a road-map to move towards a more coherent, coordinated joint EU approach with the aim to adapt the principles of Joint Programming in a reasonable way to the specific conditions of Moldova (as suggested in response note to HoMs report).

  • Proposal for EU programming:
    To be seen, depending on results of EU country mission.



Paraguay

  • Cycle National Development Plan:
    No NDP; national elections in 2013

  • Possible Joint Programming period:
    2015 onwards

  • State of play:
    Following discussions early 2012 between EU and Member States present in Paraguay it has been decided to consider a joint programming exercise for the next programming period (after elections), including other key donors

  • Proposal for EU programming:
    In view of the general elections in April 2013, the programming process could align with the political cycle, i.e. to start discussions on the new programming period as from August 2013 with the new government. As a “bridge” between the current and the new period, an extension of the current programme will be defined for 2014

  • Questions for discussion:

Senegal

  • Cycle National Development Plan:
    2013-2016

  • Possible Joint Programming period:
    2017 onwards

  • State of play: MS see synchronisation as a challenge at this stage, because of their differing cycles. Certain EU MS (BE, ES, DE, LU) expressed preparedness to realise Joint Programming at next NDP cycle (2017). DE is ready to start Joint Programming at this stage.

  • Proposal for EU programming:
    Programming foreseen for interim period 2014-16 and then review and possible amendments of Multi-annual Indicative Programme for 2017-2020.

  • Questions for discussion:
    - Is synchronisation already feasible by 2013/14 or only by 2017?
    - Should we task HoMs to draft timeline for Joint Programming?


Tanzania

  • Cycle National Development Plan:
    2010/11-2014/15

  • Possible Joint Programming period:
    2016 onwards

  • State of play:
    Strong coordination exists, but conditions not ripe for now. Interest for Joint Programming after end of current NDP

  • Proposal for EU programming:
    Programming 2014-15/16; 2016/17-20 – programming split to favour synchronisation

  • Questions for discussion:
    Should we task HoMs to draft feasibility assessment and timeline for Joint Programming?


Tunisia

  • Cycle National Development Plan:
    2014- 2017

  • Possible Joint Programming period:
    2014-2017

  • State of play:
    Programming mission scheduled for end of November. Several EU MS interested in Joint Programming. HoMs report of March 2012: "Il est proposé, si la Tunisie reste proposée comme pays pilote, d'adopter une démarche progressive et de revoir ultérieurement les conditions d'une programmation conjointe pour la période 2014-2020 avec les EM (…)."
