Animal Feed Safety and Analysis

Summary of activities specifically related to the mandate of
OIE Collaborating Centres


1. Activities as a centre of research, expertise, standardisation and dissemination of techniques within the remit of the mandate given by the OIE

Dr Katsuaki Sugiura participated in the 2nd International Feed Industry Federation (IFIF)/FAO International Feed Regulators Meeting held on 26-27 January 2009 in Atlanta, United States of America, and presented a report on feed safety risk assessments of arsenic and agricultural chemicals in rice straw used as feed.

Dr Masami Takagi participated in the 2nd SAFEED-PAP* Meeting held on 20-26 April, 2009 in Qingdao, China, and presented a report on the status of feed control for prevention of bovine spongiform encephalopathy (BSE) in Japan.
Note*: SAFEED-PAP is a project initiated by the European Commission (EC) in 2006, for the purpose of completing the scientific conditions that should allow the repealing of the extended feed ban, which is in place in European countries for the control of BSE.

Mr Naoki Shinoda participated in the 96th annual meeting of the International Association for Food Protection held on 12-15 July, 2009 in Grapevine, United States of America, and presented a report on an efficient method for developing species group-specific primers for detection of animal DNA in feed.

The FAMIC developed, validated or improved the following methods for analysis of animal feed:


  • microbiological assay for the detection of avilamycin in formula feed

  • method of analysis for the detection of crystal violet and methylene blue in feed using liquid chromatograph-tandem mass spectrometry

  • method of analysis for the detection of isofenphos-oxon in feed using gas chromatograph-mass spectrometry

  • method of analysis for the detection of ethephone in feed using gas chromatograph

  • method of analysis for the detection of zearalenone in feed using immunoaffinity columns and liquid chromatograph-mass spectrometry

  • method of analysis for the detection of disulfoton and disulfoton-sulfone in feeds using gas chromatograph

  • method of analysis for the detection of spinosad in feeds using liquid chromatograph-mass spectrometry

  • assay for the detection of Salmonella in feed through investigation of selective enrichment broths

  • method of analysis for the detection of diuron in feed using liquid chromatograph-mass spectrometry

2. Proposal or development of any procedure that will facilitate harmonisation of international regulations applicable to the surveillance and control of animal diseases, food safety or animal welfare

The FAMIC participated in a SAFEED-PAP project for international validation of the microscopic and PCR methods for detection of processed animal protein in feed. Dr Masami Takagi participated in the 3rd SAFEED-PAP Congress - Methods and Challenges held on 6-7 October, 2009 in Wageningen, the Netherlands, and participated in discussions on the result of this validation project.

The FAMIC participated in a joint project with Oregon State University for development of analysis method of mycotoxins in grass from August through November 2009.

Mr Naoki Shinoda participated in the 9th OECD Training Course for GLP Inspectors held on 5-9 October, 2009 in Basel, Switzerland. This course contributed to international harmonization by encouraging the application of the same standards for inspections of test facilities in all OECD and observer countries.



3. Placement of expert consultants at the disposal of the OIE

Dr Katsuaki Sugiura participated in the following meetings:

  • Meeting of the OIE ad hoc Group on Import Risk Analysis, Paris, France 18-20 August, 2009

4. Provision of scientific and technical training, within the remit of the mandate given by the OIE, to personnel from OIE Members

Nine government officials from Cambodian, Indonesia, Kenya, Mongolia, Myanmar and Zambia visited the FAMIC on 24 January, 2009 under the Japan International Co-operation Agency (JICA) Livestock Management Project. They were given lectures on the following topics: animal feed safety regulations, analysis of nutrient components of feed and microscopic and ELISA techniques for detection of animal protein.

Dr Masami Takagi gave a lecture on animal feed safety regulations to six government officials from Brazil, Ghana, Malaysia, Philippines and Thailand on 7 September, 2009 at the JICA headquarters, Yoyogi, Tokyo. They were visiting Japan under the JICA’s Food Safety Policy Making and Management Project.

Six government officials from Kenya, Samoa, Sri Lanka, China and Malawi visited the FAMIC on 28 July 2009 under the JICA’s Grassland Animal Stock Development Project. They were given lectures on the following topics: animal feed safety regulations, analysis of nutrient components of feed, and ELISA techniques for detection of animal protein.

Twenty staff members of a Chinese commercial feed production company (Liuhe Group) visited the FAMIC on 6 October, 2009. They were given lectures on animal feed safety regulations and analysis of nutrient components of feeds.

5. Organisation of scientific meetings on behalf of the OIE

None.


6. Coordination of scientific and technical studies in collaboration with other laboratories, organisations or collaborating centres

Surveillance of antimicrobial resistance bacteria - The FAMIC analyzed faecal samples for the presence of antimicrobial resistant bacteria in collaboration with the National Veterinary Drug Assay Laboratory under the JVARM* project.

Note*: A Japanese Veterinary Antimicrobial Resistance Monitoring System (JVARM) was established in 1999, with the objectives of studying the link between the occurrence of antimicrobial resistant bacteria in animals and the consumption of antimicrobials as feed additives and animal drugs.



Development of analysis methods for detection of processed animal protein in feed - The FAMIC developed a new ELISA kit for detection of animal (ruminant, swine and chicken) proteins in feed, in collaboration with the Morinaga Biochemistry Laboratory in 2009.

Development of analysis methods for detection of clopyralid in feed -With the objective of preventing damage to crops from being caused by the use of composted manure containing a trace of clopyralid, the FAMIC developed analysis methods for detection of this herbicide in feed, in collaboration with the National Institute of Livestock and Grassland Science.

Development of analysis methods for detection of mycotoxins in feed - With the objective of preventing damage to livestock from being caused by the use of feed contaminated with mycotoxins, the FAMIC conducted a monitoring of contamination of feed with mycotoxins and developed ELISA methods for detection of mycotoxins, in collaboration with the National Institute of Animal Health.

Development of analysis methods for quick detection of Salmonella in feed -With the objective of preventing damage to livestock from being caused by the uses of feed contaminated with Salmonella (SE, SP, SD and ST), the FAMIC developed a quick detection method of PCR using serotype specific primers, in collaboration with the National Institute of Animal Health.

Development of analysis methods for non-approved genetically modified feed varieties in feed -With the objective of preventing non-approved genetically modified varieties from being used in feed, the FAMIC developed a PCR method for detection of these varieties, in collaboration with the National Institute of Health Sciences and the National Food Research Institute.

SAFEED-PAP project -The FAMIC participated in the SAFEED-PAP project (see Sections 1 and 2).
